
Preschool for All: Implementation Update
In its third year, PFA is funding over 2,200 preschool seats at more than 130 locations across the county. We are building to universal preschool in 2030 when all interested families in Multnomah County will have access to free preschool. Learn more about Preschool for All implementation.
The Preschool for All family application for the 2024-25 school year is now closed. The application for the 2025-26 preschool year will open April 2, 2025. Sign up here and we will email you when the application opens!
The 2025-26 school year application will open on April 2, but you can start preparing now! Families can research current preschool options and sites. Learning more about PFA locations will help you decide which locations are a good fit for your family. More sites and a searchable map will be added when the 2025-26 family application opens. The application for new providers to join Preschool for All is now open March 7th through April 7th.

What is Preschool for All?
Preschool for All came from a two-year community planning process. More than 100 people created a vision for Multnomah County children and their families. Voters in Multnomah County overwhelmingly supported the Preschool for All ballot measure on November 3, 2020. 64 percent of voters approved the measure. Measure 26-214 directed the Department of County Human Services to administer the program.
Preschool for All (PFA) connects 3- and 4-year-olds in Multnomah County to fully paid preschool. The program was designed to grow over time, increasing the number of children and families that it serves each year. In 2030, all interested families will have access to free preschool.
