Applications for the 2025-2026 school year are open through April 30, 2025. Programs will begin in September 2025. Visit pfa.multco.us to apply! 

Preschool for All connects 3- and 4-year olds in Multnomah County to free preschool! Families choose and rank up to six participating preschool programs on their applications. We encourage families to research and tour preschools. Take your time to make sure your choices work best for your family. Apply anytime from April 2 to April 30 - timing does not affect your application.

Who is eligible?

Children who are 3 or 4 on or before September 1 of 2025, and have a parent or legal guardian living in Multnomah County.

Apply for the Provider Advisory Group

Preschool providers: we are inviting you to apply for our new Provider Advisory Group. The Preschool and Early Learning Division (PEL) is looking for a diverse group of providers to help us plan and recommend program policy. This group includes both PFA Providers (site owners, directors, and administrators) and preschool providers not participating in PFA.

The group will give valuable feedback and suggestions on the PFA program. They will also help PEL meet the needs of preschools across the community.

Application is open now until May 16th. Membership will be confirmed in June, then we'll begin onboarding in July.


What is Preschool for All? 

Preschool for All came from a two-year community planning process. More than 100 people created a vision for Multnomah County children and their families. Voters in Multnomah County overwhelmingly supported the Preschool for All ballot measure. 64 percent of voters approved the measure in November 2020. Measure 26-214 directed the Department of County Human Services to administer the program.

Preschool for All (PFA) connects 3- and 4-year-olds in Multnomah County to free preschool. The number of children and families served grows each year. In 2030, all interested families will have access to free preschool.
